			<content:encoded><![CDATA[<p>The recent popularity of price comparison sites has led to a city watchdog planning to review the regulation of these sites, particularly insurance comparison sites to ensure consumers are not buying products that are unsuitable for their needs.</p>
<p>The Financial Services Authority (FSA) are concerned that the way comparison wesbites, such as OnlyFinance, sell insurance policies, such as life insurance and car insurance, constitutes giving advice to consumers.</p>
<p>Another consideration is whether the assumptions some comparison websites use to base the quotes they provide on, could lead to consumers taking out unsuitable policies. The British Insurance Brokers Association (Biba) issued a warning that the existing rules governing websites are out of data as they were put into force before comparison sites began.</p>
<p>Insurance brokers must be regulated before they can offer advice on products, up to now websites can select and arrange policies for consumers without adhering to these same, high standards.</p>
<p>According to Biba, a third of customers do not know that comparison websites base the quotes they give to customers on assumptions, its warning was that if the rules covering websites were not updated soon customers could become tied into policies that do not offer the package or price that suits them the best.</p>
<p>Biba carried out research which found that most people who search a comparison sites do not find it clear what the differences between policies are. 6% of comparison website users thought that the details of what is covered, and not covered, by each insurer were not clearly explained. 93% of people assumed that these websites were regulated in a similar way to insurance intermediaries.</p>
<p>The discussion that needs to be had, is how these websites should be regulated, and by who. Eric Galbraith, Biba&#8217;s chief executive said: &#8220;The current FSA rules were written prior to the growth in aggregator sites. I believe the regulator should now look again at developing more appropriate regulations to ensure that consumers are being afforded suitable protections.</p>
<p>&#8220;There are still too many people logging on and making a decision solely based on the price of a policy rather than the protections it offers them, and potentially buying an inappropriate policy.&#8221;</p>
<p>Many people search these sites for car and van insurance, cheap life insurance or loans and make a quick and uninformed decision about their finances. Perhaps this is as much the fault of the consumer as the comparison sites. FSA commented that it had looked into the regulation of comparison sites before but was planning to review the way in which they are managed after these findings from Biba.</p>
<p>A code of conduct for online comparison sites was proposed last year, which would clarify how much of the market was covered by these sites and which companies they work alongside. The Resolution Foundation conducted research which showed it was often unclear to consumers how the products they were offered and recommended was influenced by commerical deals.</p>
<p>The MD of Confused.com, Debra Williams, agreed that the FSA rules that currently existed were not appropriate and she is keen for new regulations to be introduced. If comparison websites were managed in the same way as insurance brokers customers could have more faith in the advice they are given.</p>
<p>However the MD of Gocompare.com, Hayley Parsons, does not believe sny more regulations are required, she said: &#8220;All the major insurance comparison sites are already authorised and regulated by the FSA, as are the insurance companies and the brokers who appear on them.</p>
<p>&#8220;Price comparison websites have been a force for good in terms of transparency and allowing consumers to check their renewal premium against, typically, around 50 other insurers.&#8221;</p>

This type of website has become more and more popular over the last few years. YouGov recently carried out a poll which showed comparison sites were used by 45% of people in this poll in the last year.</p>
<p>Due to companies jumping on this bandwagon and making the most of the high volume of traffic these sites can bring, there are huge amounts of these sites and a lot of competition. So now consumers waste even more time looking for the best deal because they actually have to compare the comparison sites! To add to the hassle comparison websites have had the finger pointed at them for misusing data given to them by the customer when using these websites. There have been a number of allegations made, including pestering customers to choose the deals that earn the employees of that comparison company the most money on commission, selling 3rd party data (customer phone numbers and details) and constant calls to individuals.</p>
<p>An independent policy and research firm, the Resolution Foundation, who deal especially with those on low and moderate incomes and how they fare in the economy of today, want comparison sites to have a voluntary code of practice.</p>
<p>Along side the aforementioned problems, there are fundamental issues with the websites. The Resolution Foundation say quite often details of the consumers are asked for unnecessarily and also that there is terminology on the sites that is not explained, meaning the customers are left to guess and quite often confused by this.</p>
<p>The other thing that has come to light via the Resolution Foundation investigations is that these comparison websites are acting independently of each other and aren&#8217;t governed under one umbrella, making the voluntary code of practice even more necessary. Coupling with this, there is no clarity or transparency when showing the customer what the deal is between the comparison website and the product providers. This is dangerous because there is a risk of misleading consumers, as there may be biased interest towards one of the products. This comes in to play most obviously, when there are features like &#8220;best buys&#8221; and &#8220;editor&#8217;s choices&#8221;, which can easily be misread by customers as being best value products, but all they are is sponsored links.</p>
<p>&#8220;Comparison sites are valuable in making informed financial decisions, but many sites are undermined by a lack of transparency about their commercial relationships.&#8221; commented Clive Cowdery, Resolution Foundation chairman.</p>
<p>Cowdery went on, &#8220;A voluntary code of practice would address this and encourage a growing market, without the need for further regulation,&#8221;</p>
<p>Fortunately, the problems mentioned so far are not necessarily typical of all comparison websites. AsRecommended, who are traditionally a magazine based comparison company, who have recently added the online sector to their arsenal is a very good example of a company which prides itself on honesty, as well as being a very good comparison website. Ben Allan, the Managing Director, responded with the following when asked about the voluntary code, &#8220;Users of comparison sites will benefit hugely from the code of practice and they will in turn have more confidence in our will offer consumers and users of price comparison websites greater confidence in comparison services. We are obviously going to be more for it because we know our services will meet the requirements the guidelines require, but some other companies may not be so accommodating at first&#8221;</p>

<p>People, who use energy and utility costs comparison websites to reduce their monthly bills risk missing out on the bigger savings because of secret commissions and add-on costs implemented by the utility companies.</p>
<p>The problem with the comparison websites is that a single site can&#8217;t give you the best offer, and it is better to check various sites at a time, as some of them have different vendors, whose prices can vary greatly from each other.</p>

<p>For example, an annual electricity and gas savings promised by price comparison websites can easily vary by up to $250-$300.</p>
<p>A mystery shopper survey found consumers were being potentially misled because some sites feature few retailers, or savings calculations are flawed.</p>
<p>The results of the survey carried out by Consumer Utilities Advocacy Center have revealed, that while energy switching sites are generally saving people money, they still cannot be sure they are getting the best deal.</p>
<p>The research carried out earlier this year in January reviewed five privately run sites.</p>
<p>No single commercial site provided the best offer in all power distribution areas.</p>
<p>The Government is being urged to introduce an industry code of practice so that consumers can be confident of getting reliable, unbiased recommendations. The consumer protection group has asked the authorities several times already to investigate the accuracy of claims. So far, nothing has been done.</p>
<p>There is nothing much an average person can do to protect himself from being scammed by unethical practices, other than comparing the offers from various comparison sites and thus getting the best deal. <p>That’s a high price to pay for peace of mind, says Stephen Ebbett, director of specialist online insurer Protectyourbubble.com. “In many cases this excess doesn’t even cover everything, such as damage to windscreens.” You can save money by purchasing a specialist car hire excess insurance policy before you fly, Ebbett says. “It typically costs 60% more to buy cover through your car hire company than a specialist insurer.”</p>

<p>As the company&#8217;s blog post puts it:</p>
<p><em>&#8220;With Google Advisor, you enter information about what you&#8217;re looking for in a mortgage, credit card, CD, or checking and savings account. We show you a list of the offers that match your criteria, along with rates and contact information.&#8221;</em></p>
<p>Does it sound familiar? It should, if you&#8217;ve ever used sites like Credit Karma, Mint, Bankrate or any number of similar comparison engines. To its credit, Google&#8217;s offering is certainly clean, straightforward, and seems well-organized—unlike Bankrate.com, for instance. Which is a real user nightmare to be honest.</p>
<p>Another interesting fact is, that unlike the majority of Financial Comparison Websites online, the Search Giant is not currently being paid for the listing when it comes to credit cards, CDs, and personal banking services. Google does get paid whenever you contact a mortgage lender.</p>
<p>In addition to various integration and branding hassles, Google has taken a few additional steps to deal with potential privacy concerns, as well, including masking your phone number from lenders.</p>
<p>According to Advisor&#8217;s <a href="http://www.google.com/support/websearch/bin/answer.py?hl=en&amp;answer=174714">privacy policy</a>:</p>
<p><em>- When you call the number listed for a lender, you&#8217;re actually calling a special Google phone number. Google instantly forwards your call to the lender so your phone number remains confidential. The lender won&#8217;t see your phone number unless you choose to share it with the lender during the call.</em></p>
<p><em>- Similarly, when you fill out a form to request more information, the phone number you provide is never shared with the lender. Instead, Google provides the lender with a special number they can call to be connected to your phone.</em></p>
<p><em>- Your Google Account information is never shared with the lender, even if you&#8217;re signed in while browsing the comparison page.</em></p>
<p>Some personal information is collected by Google, though, even as most offers you&#8217;re potentially interested in whisk you off to the related banks&#8217; sites.</p>
<p>According to the privacy policy, the search criteria you used to find a particular offer (interest rate, credit rating range, etc.) is shared with a lender whether you call or request information through the site. Requesting information through the site also shares your name, phone extension, and any custom message you leave. Your phone number, e-mail address and street address are never shared, though.</p>
<p>In conclusion, the job done integrating various financial products is great. The design is sleek and easy to use as always. I personally also liked the amount of offers presented on the page as well.  Still there is more room for improvement, like adding addition services, like travel and utility fares. The  social aspect of the site is also totally lacking, so it would be nice to integrate some review and discussion features. All in all it is a strong competitor, which other companies should well be aware of.</p>
